In recent years, however, the focus of HRM issues has changed a lot. The countries are nowadays facing a different set of challenges in the new administrative environment of the 21st century. In the tighter labour market, recruiting and retaining high quality personnel to the public sector has become a hot issue in most EU Member countries. To enhance the integrity of the civil service and strengthen their values, most countries have emphasized the importance of leadership development in the public sector. Knowledge sharing and management has become another burning issue.
